Cleveland County is seeing an uptick in vagrant/homeless activity. Police cannot remove someone without authorization from the property owner. Property owners must fill out a form "Authorization to Act". This form is in effect for a 1 year period that would allow the police to remove vagrants from private property proactively, without having to wait for a call.
